Most sit between 15 and 40 mph, depending on the class. Entry-level and commuter scooters run around 15 to 20 mph, mid-range models step up to 20 to 30, performance scooters reach into the 30s and 40s, and a small group of hyper scooters goes beyond 50.
Top speed is one figure brands usually get right, so unlike range, you can mostly trust the claim. Use the top-speed filter to match a scooter to your roads and the speed you actually want to go.

Brands quote a best-case number, run in the slowest mode by a light rider on flat ground, and with no standard test, they all push it to look competitive.

Budget $400 to $600 for short, flat commutes of 10 to 20 miles, $700 to $1,200 for proper range, suspension and build quality, and $1,500 and up for high speed. It comes down to the riding you do.

Some handle wet weather far better than others, and the IP rating is how you tell them apart. IPX4 shrugs off light rain, IP54 and IP55 cope with wet roads and the odd puddle, and higher ratings suit regular riding in the wet, though none are made for standing water.

In the US, many states treat scooters like bikes and cap them at around 20 mph, but the specifics vary by state. Check the rules for your state in our electric scooter laws by state map before you buy.
It really comes down to how you ride. A short flat commute is a very different ask from long hilly rides, or from carrying the scooter up stairs every day. Work out which one sounds like you, then start with range and judge it by battery in watt hours rather than the claimed max. Motor power, weight and suspension matter from there.
